cinefil-san's translation is correct. It is a very polite expression, which you also find at "お手もとに届く'= deliver, give, (something reaches at someone's hand, literally).

You may not need to put this phrase at all, however, depending on the nature of the product and/or this manual. You can just say somthing like "Please make sure to have the end-user have this manual always at hand" or something like that. The message behind this sentence is simply "Please have ENDUSERS read this manual". Sadly, most user don't read manuals, though...

In any case, unless it is absolutey, totally, necessary to take all necessary measures to have the users have it, (for example, it is required to pass some inspection, or it is dangerous to operate whatever without reading this manual) , you don't have to say it!
