「ねらい値」だけ見ると、target value でもいいのですが、ここだとおっしゃる通り何か違いますね。その理由は今思いつかないのですが(おそらく、テスト測定や実装段階の前で、変更される可能性が大きいからかもしれません)、この内容から考えると、intended value (range)、desired value の方がしっくりくるような気がします。
