"Chain-type prices" has been suggested as a translation, but this gets only a very few Google hits, and I have never heard it so I am skeptical... What does 連鎖価格 mean and what should it be translated as?

The 実質価格 is expressed based on 2000暦年連鎖価格. In other words, the "real" price or value (adjusted for any change in purchasing power of the money) of this year is calculate using calendar year 2000 price as the base.
