This describes a foreign chef in Japan, who is/was 指より in his native country too. Something like well-known, prestigious, or attention-getting would make sense, but I can't confirm the term. Someone help please!

I think this original Japanese word should be "指おり（or 屈指）", which means "extremely" high quality for something...so maybe just "well-known" or "famous" is somewhat weak as an expression. I think you may want to chose a word that gives an impression of "excellence" in his/her performance as a chef. Does it make sense?
