The sentence: 地上での積み込み及び一時仮置き排出のため、アームの伸張作業を行ってはなりません。

It is a warning label placed on a truck-mounted crane. Apparently, the action may cause the crane to tip over.

Explanation:
This is a particularly serious safety issue wheel-mounted cranes. The recoil from the lightened boom could cause the crane to tip over backwards.

Unfortunately for one of the links, when I cut and paste the link from Google Books there is an issue with encoding so here is the book:
Material handling systems: designing for safety and health By Charles D. Reese

The other link is fine.

Apologies for the rough English. The entry should read:

This is a particularly serious safety issue w/ wheel-mounted cranes. When there is a sudden loss of load, the recoil from the lightened boom could cause the crane to tip over backwards.

Asker: Thank you very much for the detailed explanation and the link. As this warning concerns a deliberate action, I think the other suggestion is more likely. However, the detailed knowledge proved to be extremely useful for this assignment. Thank you!
