disagree  Maynard Hogg: There are other possibilities--fork, for example.

  -> Excuse me, but why does that mean this is the wrong answer?? Besides, "fork" seems to be a term used more often in UNIX than Windows. Could you please explain your position.

Explanation:
起動 has many meanings in Japanese besides "start"--boot and call, for example.

I cannot be more specific because ProZ posts are all 文字化け this morning.

Much as one would like to use ¥"runner.¥"(grin)

For one Windoze program to run/launch another, it has to call a function--e.g., a member of the spawn...() family (although there are others)--with the name of the program, command line arguments, etc.

¥"When one program runs another with the first program¥'s window closed(?), it take a few seconds for the second program¥'s window to appear.¥"

I don¥'t see any necessity to take the Japanese ¥"source¥" and ¥"destination/target¥" bits too seriously. ¥"First¥" and ¥"second¥" make much better English.

The Windows API provides the function CreateProcess() for ¥"starting¥" other programs.

The spawn...() family is C/C++.
