The word 常駐 is a holdover from the MS-DOS days when it referred to "Terminate and Stay Resident" (TSR) computer programs.

Nobody uses this term anymore; nowdays they are called 'always-on' or 'running in the background' .

The current popular term (used by platforms such as iPhone) seems to be "background application."
