以前仕様書についてsをつけるように教わりましたが、「この仕様書」または「その仕様書」といった場合はthis、itsは使わないのが通常なのでしょうか。

少々ポイントのずれた書き方をしてしまいましたが、使うか使わないかでいったら、使わないことはない、使う用例もある、というのが答えになると思います。these/those specifications のすべての用例において specifications = 仕様書とは思いませんが、仕様書でなければならないものもたくさんあるはず。今は一つ一つひろい出している時間がないのが申¥し訳ないのですが。

When the term 仕様書 refers to a document--the current document in particular--there is a strong tendency to follow legal practice and use upper case. When the term really means 仕様, however, use specifications.

The only case where I can imagine this specification (singular) used is in a paragraph referring back to a specific *requirement* (the word I would use): This specification/requirement is optional if the customer provides fences or other barriers. The reason should be obvious: a part never has one specification. Even if not specifically mentioned, there are also background requirements on dimensions, tolerance, etc.
