lo so che "regime" è già stato tradotto altre volte, ma qui mi pare di non essere certa dell'effettivo significato:

Si tratta di una Residenza per anziani che sta per essere aperta ed avrà i seguenti canoni di affitto:
Canone di locazione
Euro 408.000,00/anno + IVA (primo anno)
Euro 612.000,00/anno + IVA (secondo anno)
Euro 816.000,00/anno + IVA (dal terzo anno) , ***a regime***

Significa "il canone resterà sempre così dal terzo anno" o "a pieno funzionamento della clinica"?E in ogni caso, come renderlo in tedesco? "Bei Vollbetrieb" mi sarebbe venuto in mente, ma non sono per nulla sicura.

non sono un'esperta ma secondo me significa proprio che a partire dal terzo anno il canone resta uguale, come suggerisci tu stessa
