I just can't think how to put this phrase. In particular I'm having difficulty with "abito da cerimonia" as it has to be compared with "fiore all'occhiello" - "Se i centri storici sono l'elegante **abito da cerimonia** della Vallonia, i villaggi di charme ne sono senz'altro il più bel fiore all'occhiello."

Well, I think you're going to have to forget about the dinner jacket and carnation here, and go for some other metaphor.
For instance
"if Wallonia's old towns are its crowning glory, then the charming villages are undoubtedly the jewel in that crown", or something along those lines.
