happy Christmas/merry Christmas
Explanation:
happy Christmas is joyeux Noël in French. I never heard bon Noël in French. And I speak French since day 1.

Probably someone translated literally from Italian into French, making a mistake in the process. Italian is Buon Natale and Buon is bon in French.
Maybe that's the kind of French they speak in the Valle d'Aosta :)

Langue(s)

Les Seychelles ont trois langues officielles (selon l'article 4 de la constitution) :

le créole seychellois, langue courante à base lexicale française et langue maternelle de 95 % de la population et parlée par 97 %4 de la population. On dit qu'il tient sa base du créole mascarin et est très proche du créole mauricien ;
l'anglais, langue du colonisateur pendant plus d'un siècle et demi, il est parlé par 60 %4 de la population et est principalement utilisé dans l'administration et les affaires ;
le français, parlé par 30 %4 de la population, est utilisé principalement dans la presse écrite, l'affichage commercial et la pratique religieuse du dimanche.

From Wikipedia. Your text must be in creole seychellois. And it is hardly surpriging someone uses it at this time of year!

Mon madam i seselwa
I will be surprised if this is not supposed to be ma madam i seselwa. Since creole in this case is based on French.

Les Seychelles ont trois langues officielles (selon l'article 4 de la constitution) etc. As I quoted from Wikipedia, has its base in the Mascarin creole and is close to the Mauritian creole.

Notes to answerer
Asker: I am not in France Gad and that is not French.

Asker: Then you must be surprised Gad. My wife assures me (and it was something I learnt a long time ago) that "ma madame" is French, "mon madam" is Creole. In Creole you can say "mon pe koze" I am speaking, because the language has present, past and conditional progressive tenses, which are totally lacking in French unless you consider "etre en train de" (can't find the circumfled on my keyboard) a tense.

Asker: Seychelles has three official languages, French, English and Seychelles Creole.

Asker: @Phil Merry Xmas
