What is this saying?

That the Israelites take possession of the Land in his name?
The Name is, of course, God's name, referring also to his power and to all of his being.
The curious (at least for me) construction of "ci si stabilisce" throws me. Is it referring to the Israelites and does it mean they establish themselves, that is, conquer/take possession of the Land in his name?
