I have had to use this long phrase as my question term as the usage of them both so closely in the sentence is confusing me. This is because I thought that "con precisazione" was describing how the clause is "laid out" in some way, and yet "intendersi enunciate" looks like it is something so similar in meaning to that. Are these ideas related?

The context reads:

"Il tutto sotto gli obblighi di legge e con precisazione che le suddette facoltà devono intendersi enunciate in maniera esemplificativa, in modo che il procuratore stesso si ritenga investito anche di ogni altro potere e facoltà comunque non espressamente menzionato."
