The quote below is from the defence statement; it appears at the start of the section that deals with the staircase. The preceding section has rebutted allegations concerning some balustrades.

Not sure here if "levare" means "to raise" or "to take away from", or if "a carico di" means "by" or "against". Hopefully it's clear and the upshot is just that I didn't have a strong enough coffee this morning.

levare in the sense of "raise" a claim, i.e. bring a claim

I would use claim rather than charge, as these are civil not criminal proceedings.
