Italian term or phrase: costo sanatoria
From a presentation. I understand the concept of sanatoria but wondered how to say this specific term in a concise way.

Immobile in parziale difformità urbanistica =
Immobile commerciabile ma MINOR VALORE
Valore minore = costo sanatoria o costo ripristino o esclusione delle superfici abusive

Explanation:
I think the situation here is that a building up for sale is in contravention of the building regulations. The sale can go ahead but at a lower than market value if the property conformed with the building regulations. The amount of the devaluation can be calculated according to three DISTINCT scenarios:

costo sanatoria - here "sanatoria" is synonymous with "condono edilizio" - a cheap way the Italian government uses to fill its coffers by "giving an amnesty to illegal builders who agree to pay fines". In the UK it appears to be much more difficult for a sale to go ahead without the appropriate building permits, whereas the practice doesn't seem to be too uncommon in the United States.

ripristino - here the devaluation refers to the cost required to make the necessary changes to building so that it conforms with the existing regulations.

esclusione delle superficie abusive - speaks pretty much for itself - a likely scenario may be a detached garage in contravention with the building regulations and which could be excluded from the sale of the main building.

agree  philgoddard: I think it means the same as "ripristino" - the two phrases in Italian could be translated as one in English .
