Explanation:
Penso che si riferisca al prezzo della casa come se qualcuno l'avesse cercato di venderla ai tempi, cioè not the price that they paid for the house, but the price that they would have gotten had they attempted to sell the house at that date (nel 2000).

Ti torna? I think you could incorporate it like so: "... but the total should have been calculated only up until 00.0.2000, the date upon which the keys were returned and the benchmark for the inflation-adjusted price of the house, minus the deposit that was paid at the time."

I'm not a realtor however so I'm not sure. If I were you I'd call somebody in a real estate office in Italy and ask them exactly what it means.
