Good morning

I am not sure I understand what "arresto in fase" means.

Se l’allarme è tale da non permettere un arresto in fase, la macchina si ferma ugualmente nella situazione in cui si trova.

To me it sounds like something where the machine stops at a certain set point or stops at the end of a cycle but I really do not know.

I agree with you, the machine will try to stop at the end of the current cycle ("in fase" with the stop that it would have reached anyway). If that isn't possible, it stops right there.
