The State/Public administration pays fees to Public Defender ordered by the Judge Explanation: Dear Verbis, I work for the Public Administration on Justice. In Italy Defenders, Consultants etc. are appointed bu the Judge, who decide fee to be paid for the work carried out. Money comes from the State (public funds for administration of justice, and the like). Once the work is completed by the Defender, consultant etc. the Judge decrees an order of payment. All the best.
