This is a project estimate for an IT company providing services to a client. At the top of the page is written the following:

budgetaria =
precisa =

"Budgetaria" refers to the budget or estimate. "Precisa" refers to the exact offer or the non-negotiable offer (as explained to me by an Italian business exec). I cannot agree on a good translation of "precisa" in this case, I am wondering if there is a specific word for this in English. Any suggestions? Thank you in advance!
