agree  Lapo Luchini: sia Kb/s che KB/s sono uguali... nota: in telecomunicazioni "K" sta per 1000 (come da SI) e non 1024 come spesso nell'informatica (anche se ora, ufficialmente, 1024 sarebbe Ki, kibibyte).

This was more than one question. The answer to "Per cosa sta mcr?" is probably minimum cell rate: see the ref.
kb/s is kilobits per second
kB/s is kilobytes per second
These are sometimes confused as many people don't know when to use upper case and when lower case in unit symbols. Lower-case b for bit, upper-case B for byte because a Byte is bigger than a Bit. Lower-case k for kilo because there isn't a smaller multiple that also begins with "k" (in contrast to "m" for milli- and "M" for mega-).
