It occurs in a text concerning fund management and more specifically here, "financial instruments used". It looks to me as if it means "listed or being listed", although the author has translated it as "listed or unlisted". I have been unable to find it in online dictionaries or in my own reference works.

This refers to shares in companies that are listed for trading on the stock market or -- for the "quotandi" bit -- the companies that are in the process of being listed on the stock market. CONSOB, the Italian version of the SEC, requires a number of procedures, so the "quotandi" bit would refer to companies that have applied and are waiting to be approved.
In your case, I think "listed" alone doesn't quite explain enough.
