Italian term or phrase: agevolazioni
don't know how to translate the term in context. I saw "concessionary support" already in proz, but it doesn't convince me. anybody have an idea?
The text proposes the use of cloud computing in public administrations in Italy.

Here are various sentences that appear in the text with this word:

-Date queste premesse, il programma verrebbe attuato, anche in assenza di agevolazioni, sia pure con una componente di spesa inferiore rispetto a quella proposta in questa sede.
-Tuttavia, la presenza di agevolazioni è essenziale in quanto non si limiterebbe, nella visione dei proponenti, al mero compito di espandere proporzionalmente l'investimento, sommandosi alla spesa che comunque verrebbe effettuata, ma avrebbe un impatto molto più "disruptive" sotto diversi aspetti;

-L’attuazione di questo programma, in assenza di agevolazioni, sarebbe di portata più limitata e non avrebbe la possibilità di essere validato in uno scenario ampio.

-Agevolazione MIUR

neutral  James (Jim) Davis: It is difficult to know whether this is an incentìve or not from the context. If they are asking government for the money anyway, then it wouldn't really be an incentive but just help, assistance, a subsidy.

or: "the provision of facilitating measures" , this could imply financial support as well, but helps avoiding the term "financial".

subsidies

Explanation:
Miur is a ministry. While you have given a lot of sentences, none say exactly what is being "agevolato" or by whom. However, "agevolazione" is almost always some sort of government subsidy, often given as an incentive, but also for many other reasons, including welfare support.

Sorry I see it is for cloud computing in government. So subsidies is probable. Is it central government subsidising local government?

Tax breaks are a form of subsidy Tom. Concessioni fiscali sono una forma di agevolazione. Pagamenti sospesi sono anche loro una forma di agevolazione. Like subsidy, agevolazione is a catch-all.

From wiki
A subsidy is an assistance to a business or economic sector for producers. Most subsidies are set in place by the government for producers or are distributed as subventions in an industry to prevent the decline of that industry (e.g., as a result of continuous unprofitable operations) or an increase in the prices of its products or simply to encourage it to hire more labor (as in the case of a wage subsidy). Examples are subsidies to encourage the sale of exports; subsidies on some foods to keep down the cost of living, especially in urban areas; and subsidies to encourage the expansion of farm production and achieve self-reliance in food production

Asker: I was torn, Jim. I think this answer is also valid. Depends on how much info you have on the situation at hand.

disagree  Tom in London: I disagree. "Agevolazioni" can take many forms, of which subsidies are only one. Others might include tax breaks, deferred payments, etc.

neutral  Josephine Cassar: and as it is in Italy, subsidy s not allowed by EU, so govt. would have to ask the Commission
1 hr
  -> The EU is rife with subsidies. French agriculture for example. Some subsidies are allowed. Also EU development grants are subsidies. If these agevolazioni are from government local, central or EU then they are subsidies.

funding

Explanation:
whilst I actually agree with both Tom's and Jim's answer, this is very difficult to translate without knowing all the details of the full context together with the T&C's, where the money is coming from etc.
Most "agevolazioni", especially in the Public Sector in Italy, are composed of various elements or parts. Often a certain percentage that is refundable at a special/reduced interest rate and often a non-refundable part (a fondo perduto) for instance.
As you have various sentences where the word is used this might be a catch-all.

facilities

Explanation:
There are a number of possibilities for translation according to the context which includes, subsidies, tax benefits, financial grants however I think that facilities is a generic word that might meet your needs.

Example sentence(s):
  • In this regard, the following is the main basics of the facilities granted to investestors
  • Finance Minister Sri Mulyani Indrawati in Jakarta last Friday issued a Regulation of the Finance Minister No. 24/PMK.011/2010 on the Granting of Taxation and Customs Facilities for the Use of Renewable Energy Sources which began to take effect on January
