Italian term or phrase: ai livelli del 2005
Obviously I understand the meaning of this phrase on its own but I am not sure how to render it into the context. I actually don't fully understand what it is referring to. The entire sentence reads:

"Se i governi avessero fornito quello che si sono impegnati a dare nel 1970, oggi avremo potuto cancellare la povertà nel mondo (ai livelli del 2005) per ben 22 volte."

My problem in understanding lies in the fact that "cancellare" is being used. I have translated "cancellare la povertà" as "to eradicate poverty". However, the expression of "ai livelli" in this sentence seems to imply that poverty would have been "reduced to 2005 levels if...". We can't say "to stop", "to eradicate" or "to end" poverty "back to 2005 levels".

Does my problem lie in my understanding of this phrase? If so I would really appreciate some help here.

It means that had the resources promised in 1970 actually been spent, they would have been sufficient to eradicate poverty, measured at the 2005 level, 22 times over.

i.e. the sum promised in 1970 divided by 22 would have been sufficient to eradicate poverty at 2005 levels.
