On the one hand, "assessore delle politiche territoriali" could be a specific office (Councillor/Alderman for political constituencies?) but it could also be a roundabout way of saying "He went into politics and now he's a councillor".

I'm sorry I can't provide more context (client confidentiality). Names changed to protect the guilty, etc.

Explanation:
There is easy no satisfactory translation for assessore, simply because there is no equivalent in the UK or the US. Assessore is a *political appointment* (not a permanent job) to the executive of a local authority, just like a central government minister. They are often also elected councillors, but don't have to be. They are appointed when elections are won. The nearest in the UK would be the chairperson of the planning committee where planning is town and country planning. This is basically the local government equivalent of the Minister of the Environment. Every Italian 'comune' has its 'giunta' (executive government) composed of assessori (call what you think best in English according to the context - last one I did for a very famous person - I made sound as important as possible ;-) or leave it in Italian and paste in this note as a footnote).

  -> Hello James, thank you for your comment. I have a feeling that "territorial policy" is now a widely accepted jargon expression, that has little to do with the original meaning of the term territorial, which indeed belongs to military terminology

"l'Assessore" is the name for its members.
The description of their portfolios is more descriptive than formal -- see examples

"territorial" is another issue. If these policies/activities are described in the rest of the text, the same term may be used here.

In my turn, I strongly disagree with "minister" which is Ministro in Italian. In such cases, when respective names and even positions do not exist in the target language, one uses neutral terms like member of the government which can be Ministro in Italy or Secretary in the U.S., etc.

Terrirtorial may be bad indeed, needs a separate investigation.

disagree  James (Jim) Davis: Sorry to disagree, but I strongly disagree with "Territorial" as a translation. It is military and political possession as in the Palestiniang territories. The territorial army, or ethological, a dog marks its territory. It is not urbanistica.
