I've found several translations, such as lower or southern, but I need something more specific, as it occurs in three different instances in the same text about Lombardy:
"Piccoli borghi, affascinanti castelli e numerosi corsi d'acqua ci accompagnano in questo itinerario ad anello che attraversa la variegata campagna del basso pavese.

It varies from a few kilometres to as much as 50 km (31 mi) wide. The fontanili line is the outcrop, or intersection, of the anticline's water table with the surface at the edge of the bassa. The rock above the line is porous. Surface water in the intermittent streams of the mountains tends to disappear below ground only to spring out again in the spring zone.[5] The spring zone is often called "the middle valley."

I don't see how else you can translate this. It is very common in English as well...when referring to an area that is around the entrance to a town or valley etc.
