Italian term or phrase: Argini dormienti
Extracted from the proceeding of a workshop.

CONTEXT:
Si vede pertanto che a Monaco hanno sperimentato diverse soluzioni come quella di restituire spazio al fiume, andando a spostare argini dove questo era possibile oppure rendendoli dormienti, ovvero non visibili, ma comunque funzionali, come questo schema dimostra.

I was thinking about "sleeper embankments", but I'm not sure about it.

dormant levees/embankments
Explanation:
I don't see any problem translating literally here, as 'dormienti' is subsequently explained ('ovvero non visibili').

sleeper embankment

Explanation:
There are lots of Ghits for sleeper embankments to do with railways. Isn't it the same principle for rivers? I didn't find any hits for the other suggestions. I could only find a pic of a Horby model! See what you think..
