I agree with Eileen's explanation of what is happening. These are steel cables inserted in concrete poured into a circular form. Said that, I don't understand how a "circumferenziale" cable which would presumbably go right round the cylindrical silos could produce any useful stress when tensioned.

Explanation:
I'm not sure about the term but I am pretty sure I understand how it is made: These silos are made of prestressed reinforced concrete, the reinforcing is achieve by installing what they call reinforcing wires into sheaths and then setting them in the mold (in this case a circular mold to form the silo) before pouring in the concrete. In this way the reinforcing strands are embedded into the concrete giving it added strength
