this is the web page of a company that installs electrical systems in the aviation and railway sector. they are subtractors for larger companies, I translated the phrase as 'third parties' but am not too sure. The phrase appears in following extract: 'con personale distaccato presso terzi, inoltre, sta lavorando già da un anno.....'
