Vi è certezza invece che la revisione dei meccanismi di intervanto abbiano fatto sì che gli agricoltori non potessero più produrre “per l’ammasso”, ma dovessero produrre essenzialmente per il mercato, altrimenti i prezzi garantiti venivano diminuiti e le garanzie d’intervanto scomparivano e venivano limitate.
