I understand that "a consuntivo" means "on an actual cost basis" but would this also account for "addebiti"?

hi Therese, if what you're translating is anything like this: https://goo.gl/BwNBF5 then it looks like they're simply underlining that this is a "lump sum" type contract, where the agreed contract price is "fixed and firm" and that consequently no additional/extra charges/payments/costs will be allowed/accepted/honoured. If you google some of those terms you'll find plenty of contracts online with clauses to this effect.
