This is taken from a university's new set of rules for accounting and finance. It is one of the various programming documents.
The 'autorizzatorio' refers to authorisation to use the resources available (there is also a 'non autorizzatorio' version).

I was looking for a translation for the whole expression - the best I have come up with is
university unified projected annual financial statement for authorisation

but I don't think it is going to win any prizes for elegance.
All suggestions very welcome!

Basically this is a new type of budget imposed by law on universities with a typical long name in Italian which instead of labelling it tries to explain what it is. So it is basicall a "new university budget". Useful here to put the original name in inverted commas or italics and then give a short translation or explanation in brackets. Seems that this "budget" actually authorises spending, but a budget which doesn't is not a real budget. It is a "single budget" for the university, but that is what a "university budget" is. If you have the courage just translate "New university budget", maybe with the Italian original in bracknets or as a footnote.
