This seems to have something to do with regulation by what the English would call the "local council". This is a more common term and translates just as easily as, even better than, the literal translation of "municipal".

According to Wikipedia, trading standards:
"Trading Standards is the name given to local authority departments formerly known as "Weights and Measures". They were so called as their primary function was to maintain the integrity of commercial weighing and measuring by routine testing of equipment and goods."

I give some examples of how local councils in England have adopted these regulatory procedures. Although Italy has a slightly different system, the term would be understood by English readers and would not put your text out of context too much as it is still quite a general translation and could refer to a "council" anywhere.

By "quite a general translation" (above) I mean that although British councils take this term to title their trading regulatory departments, it can still legitimately describe any sort of similar body, and does not strictly cover "British County Councils" only.

I have suggested it because, despite its usage amongst British Councils, it can still be used in a very generic way to cover any sort, or nationality, of council type body.

  -> I did not used Trading Standards Office because I thought that was too synonymous with the actual British Body itself. I thought this one sounded general enough to be able to use for translation purposes.
