I assume they must be using 'termine' to mean something like 'goal' or 'purpose', as I can't see why they would only be interested in seeing that the procedures were working at the end of the project (as presumably they should be working throughout). Any ideas?

Thanks Tom (and endorsers). This makes sense to me when considering the processi and procedure as being part of the product of the project rather than part of the temporary machinery needed to carry it out, which is what I think they must be getting at.
