sembra che manca la virgola dopo 'bollato' - l'ho visto su alcuni statuti di società con la virgola o con qualche tab tra le due parole. Quindi 'aperto' è una delle tre fasi di movimento del documento per il notaio.

aperto = recorded (protocollato, notato con numero di riferimento ufficialmente nel registro del notaio)
fascicolato = filed/archived (sistemato nel fascicolo/dossier)

l'unica forma simile che ho incontrato è questa, manca però la parola 'aperto'. Penso che voglia dire che il documento è stato prima bollato (aperto) e poi fascicolato, perché potrebbe essere bollato quando è già fascicolato.
