Italian term or phrase: colonnina
Should be pretty simple.

Is this just the line of taxis, wherever they wait for customers in the city, or is it an actual "column" with a speaker and connection to the radio dispatcher?

Thanks,

Peter

taxi (curbside) callbox / taxi "call column"
Explanation:
https://en.wikipedia.org/wiki/Callbox

"Some taxi companies used callboxes before the introduction of two-way radio dispatching, as a way for drivers to report to the dispatch office and receive customer requests for service. Taxi callboxes would be located at taxi stands, where taxis would queue for trips."

A Milano pensano di sostituirle!

How?
With a virtual management: in the parking taxis disappear **columns** (which are often mute (?!?), routes, and have high maintenance costs) and in their place have already been installed hotspot network's public wi-fi, which engage the taxi drivers who will decide to join.
The virtual system allows you to receive information via mobile phone in real time on the distribution of the offer.

"In this way the Council can save hundreds of thousands of euro per year in maintenance of the columns and the client have an immediate perception of the service offer."

the I link (below) is a translation, however it describes what 'colonnine' are:
"In the table above, note that there are many locations that are underlined. These are places where there is a phone on a "little column" that can be used to call a taxi to your location."

In general 'colonnina' is actually a sort of interphone part of a centralized system

taxi stand

Explanation:
That should be sufficient since in Europe it goes without saying that they are equipped with a phone.

disagree  Ivana UK: a taxi stand (more commonly known as a taxi rank is the UK) is a queue or allocated space where taxis collect to pick up fares - there are rarely (if ever) calling facilities available
