"Art. 99. Foglio di via.

1. Gli autoveicoli, i motoveicoli e i rimorchi che circolano per le operazioni di accertamento e di controllo della idoneità tecnica, per recarsi ai transiti di confine per l'esportazione, per partecipare a riviste prescritte dall'autorità militare, a mostre o a fiere autorizzate di veicoli nuovi ed usati, per i quali non è stata pagata la tassa di circolazione, devono essere muniti di un ***foglio di via*** e di una targa provvisoria rilasciati da un ufficio provinciale della Direzione generale della M.C.T.C."

Coming from a US context, FWIW, that's what it's called both when you buy a car (and don't have permanent plates/registration yet) and when you need to move a car temporarily to participate, e.g., in an auto show.

Explanation:
It coud be that sheet that drivers have to have, showing: origin, destination, route, distances, times, what he is transporting, weight,technical data of the vehicle (perhaps too).
It is not the waybill, because it is reffering to the driver and the vehicle and to the goods transported and also not for invoicing.
As far as I know each (commercial) vehicle has to have such a sheet.
It is used e.g to calculate fuel costs and travel costs.
