Explanation:
The bishop was allowed to fortify Oberderzo for a local defense, to build a (local) fortification around the town, as opposed to rely upon an advanced defense line (probably provided by Ottone I himself).

It was a sort of priviledge because that would grant a partial independecy to the bishop in defense matter, and the walls might have also kept Ottone's army out of the city (in case he decided to attack it for whatever reason)
