Legally speaking, this is what is commonly used in English. A "teljes hatályú nyilatkozat" is an AFFIDAVIT WITH FULL FORCE AND EFFECT ("validity" should not be thrown in the mix, as it has little to do with "hatály"). See e.g. on this Acknowledgement of Paternity:

neutral  Ildiko Santana: Although the difference is very subtle, these variations are not quite the same: "hatályos" (in ~), "hatályba lépő" (taking ~), "hatályú" (with ~). IMHO the standard phrase is "with full force and effect".

  -> Correct. Just like so many expressions in legalese, such as "terms and conditions" - which we do not translate word for word, either (simply "feltételek"). I think it's important to use what's customary in the world of English-speaking legal professionals

A Voluntary Declaration of Paternity is a document that must be completed by both parents of the child [Cf. „A nyilatkozat teljes hatályához szükséges az anyának, a kiskorú gyermek törvényes képviselőjének és ha a gyermek a tizennegyedik életévét betöltötte, a gyermeknek a hozzájárulása is”]. It is an official document and the information entered in the document must be true. If the mother was married at the time of the conception or birth and her husband is not the father, both her husband and the biological father must sign the Declaration. If either of the parents is under the age of 18, a guardian will also have to sign the Declaration. If there is any doubt, a Voluntary Declaration should not be signed. Signing a Voluntary Declaration determines the paternity of the child. [Cf. „A teljes hatályú elismerő nyilatkozat az apaságot egymagában megállapítja.”] It allows child support to be established for the child if the parents separate. It does not determine any issues regarding parent-time or custody. Once a Declaration is signed, the parents only have 60 days to rescind. After that period, a Declaration can only be set aside based upon fraud.
