A bankok jelentős portfoliót halmoztak fel állampapírból. Ennek egy része úgynevezett konszolidációs állampapír volt, amit a hitel és bankkonszolidáció során kaptak nagy mennyiségben. Az állampapírok felhalmozása stabil jövedelmet biztosított a bankoknak, mivel forrásköltségük alatta maradt az ezekből származó kamatbevételeknek.
