Asker: Thanks, Doron. It could also be that the writer is trying to be "clever"... The only problem with your suggestion is its length - it has to fit into MS Excel's Sheet name tab (31 characters w/spaces) at most.

Not even one single result for this exact string in Google advanced search.
On the other hand, some 22,200,000 advanced search results for "commission and customs", and even if not all of them are relevant, it's still rather convincing.

And since you say your "only constraint is the number of characters I can use. I can (barely) fit this in: Customs Fees&Broker Commissions," I would opt for the shorter term - the meaning is clear enough
