Asker: The question is not about the tangible objects/technologies but the people using them so to speak. Security Mechanisms are not it.

Security administration

Explanation:
I'm suggesting this based on your discussion and comments.
מנגנוני is also translated into staff, personnel, administrative, organizational.
So maybe administration is a wide enough umbrella to cover all your security needs :-)

Security systems

Explanation:
If you're going to stress that this has less to do with tangible objects, but rather something more abstract/intangible, then I'd be tempted to translate it as this...

..."security systems" (maybe even "security measures" depending on context).

Could also potentially be:
"Security procedures"
"Security precautions"
All of these could potentially describe the people employing the tangible security devices.

Hmm, I think I know what you mean but I can't quite put my finger on it....
So, if the umbrella term is מערכת הביטחון, would these entities be: surveillance, access control, alarms etc? or am I still on the wrong track?

Ok, I've slept on it and returned with a fresh brain, so here's my post-sleep suggestion:
"Security assets"...
Can refer to the physical security entities (surveillance, access control)

Or....can refer to the personnel (see links)

Notes to answerer
Asker: Oh my, I need to work on my coomunication skills. What I mean is the context is מערכת הביטחון which includes various security entities under its umbrella as it were. I'm pretty sure there is a formal term for said entities when referred to in a general fashion, as they do in Hebrew. It just eludes me presently.

Asker: Yes, Ty, you're on the right track. This umbrella *also* includes the police and military, just to ensure I'm understood.

Explanation:
Here's another option... I just came accross מערך ביטחון in my translation and used this, which fits nicely.
