Explanation:
Alex is quite right in explanation - I know for a fact that סד"פ stands for סדר פעולות.

I have a slight problem with "course of action(s)"
(BTW - I think the "s" shouldn't be there) -
It usualy refers to a general course ("נתיב פעולה"), and/or may also be used for actions that transpired in the past ("מהלך האירועים").

סד"פ on the other hand is an *ordered set of steps* (not a direction or course) to be taken in a specific case/incident.

Example:

"In case of a breach in the perimeter fence:
1. Sound the alarm.
2. Alert the...
3. Assemble.."

It's quite close to the (real) meaning of פק"ל -
פקודת קבע (לקרב).
standing orders (for operations).

neutral  Ron Armon: IMHO "course of action" is more proper English. סדר פעולות is correct (I developed software for Security Units). It means a procedure, a series of actions to be taken in a certain order in case of a specific incident, so I'd use "sequence/order of actions
