schemer
Explanation:
A קומבינטור is someone who knows how to go about getting stuff done, either legally or otherwise although not so much the criminal type. It is actually derived from the English word combination - one who knows how to combine things/situations to get what he needs.

מהנדס

Explanation:
בתקופה שבה חייתי בישראל, יצא לי לא פעם לשמוע את הביטוי: (מישהו) מהנדס/מסדר קומבינות.

It would have helped had you chosen the language direction to be Hebrew-English..

Anyway, the closest thing that comes to mind is "Doctor". As in, "come to the Doctor, he'll take good care of you"/"Doc can get you a good deal".

disagree  Lingopro: This is a Hebrew to English question! Also, I think "Doc" is out of context here because it limits the meaning of קונבינטור.

shady businessman / swindler

Explanation:
The definition is someone who fraud others to get what he wants, or to direct the outcomes into his\hers direction, scheme schemes, etc. - dishonest man. Shady businessman simply describes this - but I think that swindler might be a better option. There are other options as well, but I find swindler really suitable.

neutral  Ron Armon: A bit out-of-context I think. קומבינות are not (nessecarily) fraud, and קומבינטור is more shrewd than dishonest in nature. Schemer, manipualtor or even plotter is more like it IMHO.

agree  cilantro: A schemer or a fixer. Depending on context it can have a range of negative to neutral meanings, but not necessarily against the law.

wheeler dealer

Explanation:
Definition: a shrewd or unscrupulous person who knows how to circumvent difficulties;
or my definition would be a person you go to when you are stuck, who knows how to get around the "system" or find loop-holes; perhaps not a criminal but not necessarily the type of person you want to do business with if you are not on the receiving end.

Depending on the context it can also be an operator (informal use), hustler, opportunist,
a self-seeker- a person who places expediency above principle, or a
wire-puller - one who uses secret influence (i.e. pulls wires or strings) for his own ends.

I liked this explanation of a schemer:
a POLITICIAN - a schemer who tries to gain advantage in an organization in sly or underhanded ways : )

neutral  cilantro: The expression is "wheeling and dealing", however the idiomatic expression cannot be carried over to the subject.

-> Wheeler-dealer appears in the Oxford (a person who engages in commercial or political scheming) and Merriam-Webster (a shrewd operator especially in business or politics) dictionaries (also wheeler and dealer). Derivative:wheeler-dealing, noun (?קומבינות)
