Explanation:
Si no sabes exactamente lo que es, te sugiero que lo dejes como está, en inglés. Probablemente se trate de un documento que conocen bien las partes contratantes. Pero imagínate que el contrato lo traduces para que un socio español entre a formar parte del negocio. ¿No le inducirías a preguntar qué demonios es el "papel blanco" si lo traduces? Por otro lado, hay expresiones como Libro Blanco de la Economía, Libro Verde del Medio Ambiente y similares, pero son nombres propios (= títulos) de documentos muy conocidos. No creo que éste sea el caso.
