Non ne sono sicuro al 100%, ma secondo me "Entlastung" è da intendere come "esenzione" o qualcosa di simile. Vedi definizione nel link riferita proprio all'art. 24 della Legge sull'Imposta sul Reddito (Einkommensteuergesetz / EStG).
