"Deshalb wurde das Ziel der ethnischen Homogenisierung der Nationalstaaten auf andere Weise angestrebt, durch Umsiedlung der deutschsprachigen Bevölkerungsgruppe ins Deutsche Reich. Das war der Anfang einer Lawine von ***zwischenstaatlichen Umsiedlungsverträgen*** unter der Devise „Heim ins Reich“, die auch noch – schon nach dem Beginn des Zweiten Weltkrieges – von Hitler programmatisch durch seine Rede vom 6. Oktober 1939 begründet wurde."
