Il contesto e' quello degli stati coloniali in Africa. Si parla delle elite africane che i colonizzatori cercavano di addestrare alla buona amministrazione per poi impiegarli, appunto, come amministratori coloniali:

"De facto wurde jedoch nicht ueberprueft, ob die Chiefs ueber die erforderlichen Qualifikationen verfuegten, auch konnten Misswirtschaft, Korruption und Selbstversorgung nicht verhindert werden".

Come interpretereste "Selbstversorgung" nel contesto amministrativo? Grazie sin d'ora, S.
