Explanation:
Je penche nettement pour la deuxième hypothèse.

C'est une reformulation nominale de "um Patienten zu behandeln", ou "damit die Patienten behandelt werden". On utilise peut-être "zur behandlung" parce que "behandeln" est intransitif et permet difficilement l'emploi du "um...zu..." avec un compléent d'objet direct après "um" (c'est pourquoi j'ai omis l'article dans la première phrase, l'emploi du datif étant possible
