Le Chef en question c'est le détenteur ultime du pouvoir dans l'entreprise, la personne située tout en-haut de la hiérarchie.
C'est plus haut que le chef de service.
Suivant le contexte, cela s'appelle le directeur, le PDG, unle responsable de l'entreprise, le chef d'entreprise, ...ou simplement le patron (traduction populaire du sens populaire de "Chef" dans ce cas) "ist Chefsache = c'est l'affaire du patron".
S'il existe une connotation d'exclusion (= du patron et seulement du patron): "le domaine réservé du chef d'entreprise".

Tout ça bien sûr c'est mon interprétation...
