German term or phrase: Hinterkappe
Die Lochung ist konventionell, jedenfalls auf den Vorderkappen. Für die Hinterkappen hat sich der Zuschneider ein neues Muster ausgedacht.

I've found Hinterkappe translated as counter, but that seems to be a reinforcement inside the heel, which seems like it wouldn't have a visible pattern of holes punched in it. Would that term still work here, or is there a better option?

heel counter
Explanation:
It seems like a heel counter is always there to provide support but can be on the inside or the outside.

If you look at the following link you can see a labelled diagram of a running shoe with a heel counter
http://www.semisportmed.com/Article/Images/200212C.gif

Also a definition:
heel counter (a piece of leather forming the back of a shoe or boot) "a counter may be used to stiffen the material around the heel and to give support to the foot"
http://wordnet.princeton.edu/perl/webwn?o2=&o0=1&o1=1&o7=&o5...

I think this term would make sense in your context according to the definition above.

Another reference (there's a diagram on this Web page as well):

Heel Counter
The heel counter is a rigid or semirigid, moldable, **external** strengthening device in the heel area of the upper.

PS Entering "external heel counter" in google got me 60000+ hits...at least on the first page they seem mostly to be ads for running shoes.
